After the UNGA had invited the UNSG in 2014 to commission a Global Study on Children Deprived of Liberty as a follow up to the UN Global Study on Violence against Children. In 2016 Professor Nowak was appointed as Independent Expert leading the UN Global Study on Children Deprived of Liberty, which he presented in 2019 to the UNGA in New York. Although Article 37(b) of the UN Convention on the Rights of the Child clearly states that deprivation of liberty of children shall be used only as a measure of last resort and for the shortest appropriate period of time, the UN Global Study found on the basis of a global collection of scientific data, that more than 7 million children are deprived of liberty every year in police custody, pre-trial detention, prisons, closed institutions, migration detention and other facilities which they cannot leave at their free will. The UN Global Study recommended to Governments and IGOs plenty of recommendations aimed at drastically reducing the number of children behind bars.

Manfred Nowak is Professor of International Law and Human Rights, Director of the Vienna Master of Arts in Applied Human Rights at the University of Applied Arts in Vienna and Secretary General of the Global Campus of Human Rights in Venice. He held professorships in Vienna, Utrecht, Lund, Geneva and Stanford and carried out various expert functions for the UN, the Council of Europe, the EU and other organisations, including as international judge at the Human Rights Chamber for Bosnia and Herzegovina in Sarajevo,  UN Special Rapporteur on Torture and Independent Expert leading the UN Global Study on Children Deprived of Liberty.
